We use going to form when we speak about our future plans and future predictions based on an evidence.
I am going to paint my room.

Affirmative: (pro)noun + to be going to + verb
I am going to help you.

Negative: (pro)noun + to be not going to + verb
He is not going to visit her grantparents.

Interrogative: To be (am, is, are) + (pro)noun + going to + verb
Are they going to play basketball?

Short answers:
Yes, I am. Or, No, I am not.
